Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Zhparser is a PostgreSQL extension for full-text search of Chinese. It uses Simple Chinese Word Segmentation (SCWS) as driver and is highly configurable and easy to use. The default dictionary of Zhparser is for Simplified Chinese. If you use Traditional Chinese, you can download the dictionary from the SCWS official site.

These upgrade notes are taken from /usr/ports/UPDATING

    Affects: users of databases/postgresql* and other software using PostgreSQL to run

    Reason: 
      The default version of PostgreSQL has been switched from 13 to 15.
      The upgrade procedure can use up twice the space the databases
      currently needs. If you have a big amount of stored data take a
      closer look at the manpage of pg_upgrade for avoidance and/or
      speedup of the upgrade.
    
      The upgrade instructions consider a basic usage and do not match
      complex scenarios like replication, sharding, or similar.
    
      Upgrade instructions:
    
      First stop your PostgreSQL, create PostgreSQL-binaries and backup your data.
      If you have another Version of PostgreSQL installed, for example 13, your
      files are named according to this.
    
      # service postgresql stop
      # pkg create postgresql13-server postgresql13-contrib
      # mkdir /tmp/pg-upgrade
      # tar xf postgresql13-server-13.12.pkg -C /tmp/pg-upgrade
      # tar xf postgresql13-contrib-13.12.pkg -C /tmp/pg-upgrade
      # pkg delete -f databases/postgresql13-server databases/postgresql13-contrib databases/postgresql13-client
    
      Now update PostgreSQL:

      ATTENTION:
      1) The default user changed from "pgsql" to "postgres" in 11. The migration steps above now assume
         the "postgres" database user and FreeBSD user.
      2) See the updating entry 20190829 if you are updating from a release prior to 11.
      3) If you use non-default initdb options, you have to adjust the initdb-command accordingly

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
   c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

Workaround the following problem on aarch64 by setting LLD_UNSAFE=yes:

  cc: error: invalid linker name in argument '-fuse-ld=bfd'

Neither emaste nor I can figure out exactly where the offending stanza is
coming in.  It will take someone with more knowledge of gmake debug flags,
and possibly the src build infrastructure, to figure it out.

While here, pet portlint.

Reset MAINTAINER on ports maintained by amutu@amutu.com

Based on the new policy of all maintained ports reset
when maintaner is absent for 3 months.

Bug#226400 for science/py-tensorflow is ignored since 2018-03-06 (3+ months).
portscout database indicates that 48.94% of his ports aren't updated.
