Bot filter coming soon

To deter bots pegging the database CPU to 100%, a bot testing filter to be added to the website. This should not affect newsfeeds etc. Anubis seems light-weight - it is already in use within the FreeBSD Project. This notice is just a heads up in case you see something odd. This notice will be updated after Anubis is installed.

devel/pkgconfig -> devel/pkg-config

Rename this ports to use the real vendor package name. The advantage of this
is to allow our users' keyword search works and easier for users to file the
Bugzilla report when they use our name of ports. Debian, Gentoo, NetBSD and
other OSs have the correct package name, but not in our ports tree.

My team, FreeBSD GNOME Team, have agreed with it.

As for other ports, chase the rename.

In addition to PREFIX/libdata/pkgconfig scan appropriate directory under  
LOCALBASE and X11BASE for .pc files, so ports that live in X11BASE will be  
able to use pkgconfig.
