Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Clean up all commented PORTREVISION and PORTEPOCH lines

No revision bump tool that we have cleans them up or deals with
them, so we end up with duplicated lines.  Instead of implementing
that just clean up the 51 ports that do this.

PORTREVISION and PORTEPOCH can be set to 0 explicitly instead if
you need a reminder or placeholder.

Upgrade devel/mtbl to version 1.0.0:

   * Backwards-incompatible file format change to enable block sizes >4G.
   * Add support for zstd compression. This adds a new library dependency
     on libzstd.
   * Add mtbl_iter_seek function.
   * Add mtbl_fileset_partition function.
   * Breaks ABI for version 0.x.x.

  mtbl (0.8.1)

   * Add portability for clock time.
   * Simplify and improve portability related to byte order primitives.
   * Fix assertion failure. If there is a broken mtbl file in the fileset
     then a NULL reader will be returned. This change checks for that
     error condition in fs_reinit_merger() and does not pass the empty
     reader onwards to mtbl_merger_add_source().

Compatiblity with the latest libz4 has been added so files/patch-configure
is no longer needed.

Bump PORTREVISION on dependent ports due to ABI / shared library version
change.

Improve shebangfix framework

- Support multiple values in *_OLD_CMD, i.e. we can now fix both
"/usr/bin/python" and "/usr/bin/env python" at the same time
- Default *_OLD_CMD values are now always appended, so you don't need to specify
them in individual ports
- Add lua support (depends on USES=lua)
- Add more default values, such as "/usr/bin/env foo" for python, perl, bash,
ruby and lua
- Shebangfix now matches whole words, e.g. we will no longer (erroneously)
replace "/usr/bin/perl5.005" with "${perl_CMD}5.005" (but "/usr/bin/perl -tt" is
still (correctly) replaced with "${perl_CMD} -tt")

Note that *_OLD_CMD items containing spaces must now be quoted (e.g.
perl_OLD_CMD=/bin/perl /usr/bin/perl "/usr/bin/env perl")

Update shebangfix usage according to new rules in many ports:

- Remove *_OLD_CMD for patterns now replaced by default
- Quote custom *_OLD_CMD which contain spaces

Fix shebangfix usage in many ports (irrelevant to infrastructure change):

- Remove redundant SHEBANG_LANG (no need to duplicate default langs)
- Remove redundant *_CMD (such as
python_CMD=${LOCALBASE}/bin/python${PYTHON_VER} when USES=python is present)
- Never use *_OLD_CMD in REINPLACE_CMD matchers, these should always look for
exact string

New port: devel/py-pymtbl

pymtbl: Python bindings for the mtbl sorted string table library

pymtbl provides a simple Pythonic wrapper for mtbl's reader, writer,
sorter, and merger interfaces. The examples/ directory contains
scripts demonstrating each of these interfaces.
