Create a subdirectory of /var/run that is writeable by the bopm user and
put the pidfile there.

- Convert to USES=libtool and add INSTALL_TARGET=install-strip
- Store pid file under /var/run instead of /var/log
- Add patch to fix DESTDIR problems

Add bopm 3.1.2,
bopm is an open-source open proxy monitor, designed for use
with hybrid-based ircds, although it can be used with slight
modification on any server which has +c to show connects to
opers and that supports KLINEs in order to K-LINE incoming
connects from open proxies.
