Bump PORTREVISION on all ports that depend on gettext to aid with upgrading.

exec mktexlsr at installation and deinstallation.   This is mandatory for this
version of dvipsk to work correctly.

Depended file (ptex-common) no more exists on new japanese/ptex-common ports.  
Fixed after request from maintainer (ports-jp 10700).

Change PKGDIR from pkg/ to .  Also fix places where ${PKGDIR} is   spelled out
(many of which are ${PKGDIR}/MESSAGE -> ${PKGMESSAGE} type   fixes that
shouldn't have been necessary) and the string "/pkg/"   appear.
