japanese/skk-*: Run awk with LC_ALL=C
This is what the upstream Makefile does as well. It makes awk pass
through 8-bit characters instead of trying to interpret them as UTF-8
when the ports tree locale becomes C.UTF-8.

The generated dictionaries are now provided separately from the source
code. japanese/mecab-jawiki has been separated from skk-jawiki, so
remove the related code.
Switch from USE_GITHUB to MASTER_SITES and DISTFILES.
