or variations thereof. While I'm here also fix some whitespace and other
formatting errors, including moving WWW: to the last line in the file.

Tcl-wrapper installs a shell wrapper for the "tclsh" command that
comes with different versions of Tcl. Users can define in a configuration file
which version of the Tcl shell should be called.
