Using JNI (Java Native Interface), a bit of C code (thanks ugha!),
a little manual work and a piece of chewinggum: it is possible to
make the public key cryptography quite a bit faster.

     | mat | Mark the remaining ports depending on Google Code as DEPRECATED, with an
EXPIRATION_DATE at the end of April 2017.
In the past six months, about a third of the ports marked BROKEN because
they were hosted on Google Code have been fixed. The remaining must not
be of use to anyone.

     | mat | GOOGLE_CODE has gone away.
- If a port has another upstream, remove GOOGLE_CODE
- If a port only has GOOGLE_CODE mark it BROKEN
Some ports have a local mirror configured but for security reasons, it
is not considered upstream.

     | mat | MASTER_SITES cleanup.
- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
  of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.
While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.
Also, replace some EXTRACT_SUFX occurences with USES=tar:*.

    | dougb | The vast majority of pkg-descr files had the following format when they
had both lines:
Author: ...
WWW: ....
So standardize on that, and move them to the end of the file when necessary.
Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.
