math/slatec: fix installation

Port uses <bsd.lib.mk>, which desires STRIP=${STRIP}, but we have
started to set STRIP=${STRIP_CMD} in MAKE_ENV a while ago.
Override this bogus setting in MAKE_ARGS to fix installation.
