net-p2p/py-libtorrent-rasterbar: fix build of net-p2p/deluge-cli
net-p2p/py-libtorrent-rasterbar was building a fresh copy of
libtorrent-rasterbar.so* which was built, linked to from the
Python module's shared library, and then discarded.
The built shared lib had a different SONAME for whatever reason,
possibly due to bugs in b2, so this package wasn't finding a
compatible libtorrent-rasterbar.so* library at the run-time.
This caused a failure in deluge-cli because it couldn't install
a dependency.
This change removes the build of libtorrent-rasterbar.so* and uses
the one that is built by the dependency port.

python.mk: rename PYTHON_EXT_SUFFIX to PYTHON_TAG, document, etc
EXT_SUFFIX, according to PEP 3149, refers to the full tag and
extension for compiled extension module objects, eg .cpython-311.so,
.cpython-313t.so, etc. We do not use the correct semantic meaning,
and this usage becomes ambiguous and confusing when tags do not
match between bytecode and compiled extension module objects.
Rename our PYTHON_EXT_SUFFIX to PYTHON_TAG to align with PEP 3147's
specification of a magic tag, which consists of implementation name
and shorthand version only. This is meant for bytecode and other
files containing this tag in their filename that do not depend on
a specific Python ABI for the same version. Chase all existing
consumers.

Any ports that need setuptools at runtime can have the devel/py-setuptools
manually added back to RUN_DEPENDS, but understand that this practice

Remove WWW entries moved into port Makefiles
Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.
This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

Add WWW entries to port Makefiles
It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.
Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.
There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Relax hardcoded paths to fix build with Python 3.8.7
Since r558913 Python 3.8 incorporates BPO-42604 [1] which changed the
shared libs naming scheme. This means "EXT_SUFFIX" is now derived from
SOABI and yields with Python 3.8 to ".cpython-38.so" instead of ".so".
The affected ports strip the libaries in the "post-install" target via
hardcoded path(s) and the build fails at the end because the new extension
is not expected at this place.
Remedy the issue by adding wildcards to these paths. This should also
prepare the ports for future Python releases, which will use the new shared
libs naming scheme.

Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.
This includes ports
- with USE_GCC=yes or USE_GCC=any,
- with USES=fortran,
- using Mk/bsd.octave.mk which in turn features USES=fortran, and

binding
Several missing symbol problems are worked around by adding a define to CFLAGS,
and adding libraries to LDFLAGS.
Also fix a typo in pkg-descr.
