math/arpack-ng: Flavorize on MPI implementation

Positives are that now *-mpich, *-openmpi, *-nompi
packages would be all available.

Negative is that they conflict with each other.
The files need to have the unique suffix.

All flavors are equal, there is no obvious default
among them, so suffixes were added to all of them
to make it clear which implementation is installed.

Remove WWW entries moved into port Makefiles

Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.

This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

science/elmerfem: Fix bug that build selected arbitrary Python versions

When built from port it selected a higher Python version when it
was available producing broken binaries.

Cleanup LIB_DEPENDS

Remove # $FreeBSD$ from Makefiles.

Update GCC_DEFAULT from 9 to 10.

A few (mostly Fortran-based) ports need to be patched because GCC 10
is stricter.  A handful of ports need to be restricted to GCC 9 because
they fail with 10.

5 ports still fail with GCC 10.  However, seeing as this work has been
ongoing since 2020-05-24, it is simply time to make the commit and
notify the affected maintainers.

While here, pet portlint (Makevar order).
