1) Add ability to build on any machine by direct adding -D_FFR_MILTER=1   to
libmilter Makefile, so remove IS_INSTERACTIVE   2) Rename final
rc.d/drweb-smf.sh to rc.d/drwebsmf.sh to start it _after_   drwebd.sh if on the
same machine
