Hardware failure

The website is running on the old server. The new server stopped working at about 0200 UTC on 2020-08-22. The database was restored from 2020-08-21 00:59:15+00 UTC. Mark the remaining ports depending on Google Code as DEPRECATED, with an
EXPIRATION_DATE at the end of April 2017.

In the past six months, about a third of the ports marked BROKEN because
they were hosted on Google Code have been fixed.  The remaining must not
be of use to anyone.

GOOGLE_CODE has gone away.

- If a port has another upstream, remove GOOGLE_CODE
- If a port only has GOOGLE_CODE mark it BROKEN

Some ports have a local mirror configured but for security reasons, it
is not considered upstream.

The vast majority of pkg-descr files had the following format when they
had both lines:

Author: ...
WWW: ....

So standardize on that, and move them to the end of the file when necessary.

Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.
