sysutils/setsid: Switch to public domain implementation from util-linux

ssid has been folded into sbase upstream but is missing support for
-c, -f, -w.  This switches the implementation to the one from
util-linux instead which provides them.

sysutils/ssid: Move to sysutils/setsid

This makes setsid available under the more obvious package name setsid.

Add TIMESTAMP to distinfo because of the idiotic commit hook:
