x11/libXpm: Update to 3.5.19

Update COMMENT, WWW and pkg-descr.
Add LICENSE_FILE.
Switch from LDFLAGS to USES=localbase:ldflags.
Remove unnecessary GNU_CONFIGURE_MANPREFIX.
