Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Description:
ViPEC is a powerful tool for the analysis of high frequency, linear electrical networks. It takes a schematic description of the electrical network and performs a linear analysis in the frequency domain. The output is in the form of port parameters (S, Y or Z) with results presented on a user defined grid, Smithchart or table. It can also be used to compute other characteristics like stability factors and group delay. ViPEC supports various lumped elements (capacitors, resistors etc.) as well as distributed networks like transmission lines, microstrip and stripline structures. Two port data files are also supported (e.g. the 2-port frequency parameters of various RF transistors as supplied by the manufacturer). KDE3 and QT3 expired on 2013-07-01, remove these ports.
Unfortunately, this also affects some ports using QT3 as a GUI toolkit.

Changes to infrastructure files:
- bsd.kde.mk : obsolete, remove
- bsd.qt.mk : note that a CONFLICTS_BUILD line can probably go after a while
- CHANGES : document the removals from bsd.port.mk
- KNOBS : remove KDE and QT (KDE4 and QT4 should be used instead)
- MOVED : add the removed ports
