DBD::Pg is an extension to Perl which allows access to
PostgreSQL databases. It is built on top of the standard
DBI extension and implements some of the methods that DBI
defines.
Split the postgresql ports into a server and a client part.
All ports depending on postgresql shall use the USE_PGSQL=yes knob
defined in Mk/bsd.ports.mk. Bumping portrevisions where needed.

Remove databases/postgresql-client because there can't be a -server, and having
it installed prevents databases/postgresql7 from being installed, leading to
some dependencies problems
Conditionalise dependencies on databases/p5-DBI: for perl
5.005_03 use databases/p5-DBI-137 as newer versions do not
support the old perl.
Note that for some port, I merely removed the explicit
dependency as they already have implicit dependencies
via other ports.

- Add missing 'DBD::Pg::' qualifier in call of db::pg_server_version [1].
- Temporary fix for pg_server_version comparisons [2].
- Bump port revision.
Both errors are already fixed in CVS but patch for [2] from CVS
has some functional changes and committed fix was implemented
differently in less intrusive manner.

- fix compiling when PostgreSQL is not installed before building this port
(old layouts are still supported with -DWITH_OLD_LAYOUT)
- use ${LOCALBASE} instead of ${PREFIX} when building with old PostgreSQL
layout
Lots and lots of cleanups. Teach p5-* in general about PKGNAMEPREFIX. Add
some missing/wrong dependencies. Show how to respect CC/CFLAGS. Many
miscellaneous modifications. I used more excessive hacks to force p5-Jcode
and p5-WWW-Search to respect CC/CFLAGS.
