Why was the website so slow for so long?

The cause of the slowdown was a change to the ZFS dataset. In conjunction with the database server, very little caching was being done. This combination resulted in increased disk I/O as the system churned through the database. Details in the blog post which outlines the various things which changed. Many graphs.

      People using Poudriere 3.2+ and binary packages do not have to do anything.
    
      For other people, to build the Python 3.6 version of, for example,
      databases/py-gdbm, you need to run:
    
        # make FLAVOR=py36 install

Update japanese/mozc-server to 2.17.2322.102.  Changes include:

- Use Github as the source.
- Depend on devel/py-gyp and japanese/zinnia because bundled versions have
  been removed from the original distfile.
- devel/py-gyp-devel has been updated to snapshot as of 20160504 and
  renamed with devel/py-gyp.  Take maintainership[*].
- Install mozc.el.gz instead of mozc.el.
