Mark BROKEN and DEPRECATED.
Its maintainer left long ago and the Tox project have no future plans to
support it. Also, it does not currently build with Toxcore.

Remove indefinite articles and trailing periods from COMMENT, plus minor
COMMENT typos and surrounding whitespace fixes. A few Makefiles where not
