net/realrek-re-kmod198: add port for 198 version
as a workaround for bug 275882. This port can be retired when the bug is
resolved completely.
Many people need the 198 version because of the hang-up issue. Another
set of people need 199 because of another issue. This port is needed to
satisfy both sets of people until complete until a complete solution for
275882 is found.

En route to the new Plasma, Frameworks and Gear
Every few years we port the key components of our software to a new
version of Qt, taking the opportunity to remove cruft and leverage the
updated features the most recent version of Qt has to offer us.
It has been nearly 10 years since the last big release of our flagship
Plasma desktop environment, and the time has come again. KDE is making
available today the Alpha version of all the software we will include in
a megarelease scheduled for the end of February 2024.

DPDK is the open source Data Plane Development Kit that consists of
libraries to accelerate packet processing workloads running on a wide
variety of CPU architectures. It provides a set of data plane libraries
and network interface controller polling-mode drivers for offloading TCP
packet processing from the operating system kernel to processes running
in user space. This offloading achieves higher computing efficiency
and higher packet throughput than is possible using the
interrupt-driven processing provided in the kernel.

net/rosenpass: Wireguard-based post-quantum VPN
Rosenpass implements a post-quantum-secure key exchange in the spirit of
a Noise protocol. The motivating use case is integrating with the
WireGuard VPN: In this mode, the key generated by Rosenpass is supplied
to WireGuard as its pre-shared symmetric key (PSK). This results in a
WireGuard VPN connection with hybrid post-quantum security.
While Rosenpass is designed with WireGuard in mind, it can be used as a
stand-alone tool to exchange keys. Using this mode, it can be used to
secure other protocols against attacks from quantum computers, given
that they offer using a PSK, and that a secure PSK is sufficient for
security of the protocol. To use this mode, the rosenpass binary must be
used together with the outfile <FILE> parameter. Then, Rosenpass will
write a key to the given file every two minutes, and print a message on
standard out to notify the user or the calling script that the key has
changed.
The implementation is written in Rust but uses libsodium and liboqs --
both of which are C libraries. This does not result in pretty code
everywhere, but enables some advanced security features such as using
libsodium's sodium_malloc. We use a couple of techniques to make sure
the code is secure: We use variable colouring (gating use of a secret
value through a .secret() method), and the code zeroizes all key
material.

net/py-blobfile: Add py-blobfile 2.0.2
blobfile is a library that provides a Python-like interface for reading local
and remote files (only from blob storage), with an API similar to open() as well
as some of the os.path and shutil functions. blobfile supports local paths,
Google Cloud Storage paths (gs://<bucket>), and Azure Blob Storage paths
(az://<account>/<container> or
https://<account>.blob.core.windows.net/<container>/).
The main function is BlobFile, which lets you open local and remote files that
act more or less like local ones. There are also a few additional functions such
as basename, dirname, and join, which mostly do the same thing as their os.path
namesakes, only they also support GCS paths and ABS paths.
This library is inspired by TensorFlow's gfile but does not have exactly the
same interface.

net/py-mpi4py: add a slave port depending on MPICH
Sometimes we need mpi4py packaged against mpich, with Fortran enabled.
Do not create a flavor, because there already exist flavors for Python
versions, therefore a slave port seems more appropriate.
Once committed, I shall add a line in Mk/Uses/mpi.mk to grab the right
dependency according to the choice of MPI.
Bump PORTVERSION for people using net/py-mpi4py built from ports with
the non-default MPICH option.
Also change WWW: the project on bitbucket has been archived.
