lang/tcl9: add port for Tcl 9, currently in beta1
Contrary to what we're doing for the 8.x series, where we have ports for
8.5, 8.6, and 8.7, my goal is to maintain a single port for 9.x.
I have not had the chance to work on Tk 9 yet, which is why I haven't
added the 9 version to Mk/Uses/tcl.mk. Hopefully I'll get around to
doing it in the not so distant future.

lang/s7: Scheme interpreter
s7 is a Scheme interpreter intended as an extension language for other
applications. Although it is a descendant of tinyScheme, s7 is closest
as a Scheme dialect to Guile 1.8. I believe it is compatible with r5rs
and r7rs. It has continuations, ratios, complex numbers, macros,
keywords, hash-tables, multiprecision arithmetic, generalized set!,
unicode, and so on. It does not have syntax-rules or any of its friends,
and it thinks there is no such thing as an inexact integer.

Mk/Uses: Add guile.mk
This patch adds USES=guile[:options], a framework to permit the
concurrent installation of different guile versions, allowing
ports to specify which guile they need.
lang/guile is now a meta-port, installing the default guile version;
guile 3 is now shipped in lang/guile3.
A new port lang/guile-aclocal holds the guile.m4 file from guile3
to permit ports written against guile1 or guile2 to avoid conflicts.

This Ada compiler is built from Gcc-12, with help from Stephane Carrez
(Ada France).
The first time it uses lang/gcc6-aux as a bootstrap, but it can produce
a bootstrap for the next time, either for this version or for the next

- build more bootstrapping assets
(ATM they exist only for amd64 on FreeBSD 13 and 14)

lang/ghc810: Add the port, slave to lang/ghc.
The need to have different GHC versions installed on the same system became
more common in the Haskell ecosystem. The devel/stack port solves this problem
by installing its own distributions into the user's HOME dir. Cabal doesn't do
that, but uses system-wide GHC installations. This slave port is intended to
help for such use cases.
This port can also be used as a fallback during major lang/ghc upgrades. At
the moment such upgrades require a lot of work to deal with Haskell packages
fallout. By switching failing ports to older GHC we can deliver lang/ghc
updates faster.

PyQt: Update sip to 6.5.0, reintroduce sip4 and simplify PyQt framework.
SIP:
As mentioned in the update from sip to sip5, this is a transitional version
to remove what is deprecated in sip4.
Sip6 completely removes the deprecated parts.
Unfortunately, some ports — mostly cura things — can not use sip6, so we
reintroduce sip4.
PyQt:
At the same time, we took the opportunity to simplify PyQT and propose only one
package as for devel/pyside2. */py-qt5-* have been merged — excepted chart,
networkauth and webengine — into devel/py-qt5-pyqt.

Add preview1 of Ruby 3.3 series.
To handle pre-release version, Mk/bsd.ruby.mk is changed as following.
* New variable RUBY_DISTVERSION is introduced. It keeps DISTVERSION of
each ruby port (lang/rubyXY).
* The value of RUBY_VERSION, RUBY_PORTVERSION, RUBY_WRKSRC and
RUBY_DISTNAME is set by using that of RUBY_DISTVERSION
