graphics/inkscape: fix build error "default.es_MX.svg:No such file or directory"
The translation file es_MX.po has a fuzzy attribute for the msgid
"Label", so when evaluating this translation, gettext will fall
through to language 'es' for the translation. If
po/locale/es/LC_MESSAGES/inkscape.mo does not exist at the time of
the call, the translation will fail, and "Label" will be returned,
causing the check to fail, preventing writing es_MX.svg.
The order in which languages are processed is determined by the
results of glob.glob, which may vary with filesystem type. In some
build environments, 'es' is processed before 'es_MX', and no problem
occurs. This is not guaranteed, however. In other build environments,
'es_MX' occurs first, and lacking 'es', the translation fails, and
es_MX.svg is not generated.
To remove reliance on a particular ordering of gmofiles, and ensure
build reproducibility, process the translations in two complete
passes -- one to copy the gmo files, and when complete, the second
to actually use the translations to generate the svg files.

Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3

Update poppler to 0.72
This update brings many changes
- the build system has switched to cmake
- some ports needed to be switched to use their bundled
version of poppler:

- Qt4 support has been dropped
- print/frescobaldi has been removed for this reason.
- most of the added patches can be removed with the next

Update ImageMagick to 6.9.10.14 [1]
* Add PKGNAMESUFFIX and rename the directory. This was done to show
that IM6 is not the "main" version. But still fully supported by upstream.
* Convert a number of options to optionhelpers.
* Add option for ISO/IEC 23008-12:2017 HEIF suport
* Add comment to pkg-descr explaining IM6's "legacy" tag.
* Add comment to the patch-config_policy.xml file why it still needed.
Please note that IM7 is not a drop in replacement due to library API and
command arguments changes. And as a result ports need to decide for themself
which version to use.
Chase these changes in all the ports that using IM6.

Make ninja opt-out in cmake.mk
Using ninja instead of make (1) can lead to significant speed ups while
building.
Therefore switch from having the ninja generator opt-in to having it opt-out.
Previously cmake-ports that wanted to use ninja could set
CMAKE_NINJA=yes
now, ports that do not work with ninja can set
cmake:<existing args>,noninja
Note, that needing this should be an exception and most often points to a broken
cmake of the port.
The ports using cmake were modified
* removed USES=gmake, if ninja is used
* removed MAKE_ARGS, if ninja is used
* added the cmake-argument noninja if necessary

- Clean up the Makefile.
- Follow some upstream recommendations (--with-data-packaging=archive,
--disable-renaming, -DICU_NO_USER_DATA_OVERRIDE).
- Patch makefiles to install static libraries with INSTALL_DATA so they
aren't stripped.
- Patch config/mh-bsd-gcc to sync with config/mh-linux-gcc.
- Fix endianness detection in ICU. The code wanted to use BYTE_ORDER
defined in machine/endian.h, but this isn't visible because ICU is
compiled with _XOPEN_SOURCE. Patch the code to use _BYTE_ORDER instead.
- Compile ICU with C++11 compiler to enable move constructors.
- Patch ICU to fix a problem with atomics in the case of a C++11 compiler
without C++11 header <atomic> (like Clang on FreeBSD 9).
- Bump all ports that depend on it due to library version change.
- Add USES=compiler:c++0x to some ports that pick up -std=c++0x from ICU
pkgconfig files.
- Add USES=compiler:c++11-lib to graphics/libcdr01 because it also needs
a C++11 runtime library now. Add this to all ports that depend on it
so their executables load the right libstdc++.so on FreeBSD 9.

Fix type for abs() calls in graphics/inkscape
During the exp-run in bug 208158, it was found that graphics/inkscape
gives errors with libc++ 3.8.0:
libavoid/connector.cpp:888:29: error: call to 'abs' is ambiguous
COLA_ASSERT(abs(i->pathNext->id.objID - i->id.objID) != 2);

This is because abs() is called with unsigned arguments. Fix it
by casting the arguments to the appropriate signed types. This
mimics what happens with older libraries where the only version of
abs() was the one in <stdlib.h>, which is prototyped:
int abs(int)
The expression used in ConnRef::generatePath() is not strictly correct
because it depends on details of integer overflow that are undefined
by the C++ standard.

Improve shebangfix framework
- Support multiple values in *_OLD_CMD, i.e. we can now fix both
"/usr/bin/python" and "/usr/bin/env python" at the same time
- Default *_OLD_CMD values are now always appended, so you don't need to specify
them in individual ports
- Add lua support (depends on USES=lua)
- Add more default values, such as "/usr/bin/env foo" for python, perl, bash,
ruby and lua
- Shebangfix now matches whole words, e.g. we will no longer (erroneously)
replace "/usr/bin/perl5.005" with "${perl_CMD}5.005" (but "/usr/bin/perl -tt" is
still (correctly) replaced with "${perl_CMD} -tt")
Note that *_OLD_CMD items containing spaces must now be quoted (e.g.
perl_OLD_CMD=/bin/perl /usr/bin/perl "/usr/bin/env perl")
Update shebangfix usage according to new rules in many ports:
- Remove *_OLD_CMD for patterns now replaced by default
- Quote custom *_OLD_CMD which contain spaces
Fix shebangfix usage in many ports (irrelevant to infrastructure change):
- Remove redundant SHEBANG_LANG (no need to duplicate default langs)
- Remove redundant *_CMD (such as
python_CMD=${LOCALBASE}/bin/python${PYTHON_VER} when USES=python is present)
- Never use *_OLD_CMD in REINPLACE_CMD matchers, these should always look for
exact string
