Add chinese/bpmf-vsime: Bopomofo IVS reading selection tool
The tool is a local web page that highlights every Han character with more
than one Bopomofo reading, guesses the common ones from a bundled phrase
database, and produces plain text carrying the matching Ideographic
Variation Sequences.
The upstream distribution bundles a copy of BpmfZihiKaiStd-Regular.ttf for
the page to render with. Drop it and point the two @font-face rules at the
copy installed by x11-fonts/bpmf-zihikai instead, which is a run dependency.

Teach modern pyproject.toml some manners around our vintage setuptools.
Upstream now requires setuptools >= 77 and uses the SPDX license string
syntax. FreeBSD still ships setuptools 63.1 here, so patch the build
requirements and use the older license table form to keep everyone on
speaking terms.

Revert "sysutils/cpu-microcode-intel: Handle extended signature tables"
This reverts a change to the way Intel CPU microcode files were split.
In d4b93e8846, an explicitly named file was written for each
signature+platform combination in an image's extended signature table.
Writing these new files offered discoverability advantages, but it was
unnecessary since cpucontrol(8) already checks the embedded extended
signature table. Moreover, adding these extra files increased the size
of the split files by about 50% when the default SPLIT knob was enabled.
This reverts commit d4b93e88468975e64d6321cfc463f5fc19f46d35.
